To participate in a tendering process, local companies must first register with the Tender Board. All registered companies are classified and given a grade. This grade gives the company specific bidding rights including the type of tender project that a company is eligible to participate in. International companies (i.e. companies that are not carrying on business in Oman and that are not registered with Ministry of Commerce and Industry) can register after a successful award of a tender. International companies which have offices in Oman and are registered with the Ministry of Commerce and Industry are considered local and must register first with the Tender Board. Applicable fees are paid at the Tender Board reception.

Steps to follow to request the service
A. Process Steps:
- Obtain a copy of the Registration Form from the Tender Board Reception, Main Office, Ministries street, Al Khuwair
- Complete the Registration Form attaching the following support documents:
a. A list of all Omani employee names approved by the Public Authority for Social Insurance (PASI).
- The owner needs to take the Commercial Registration Certificate (obtained at the Ministry of Commerce and Industry) & ID card (obtained from the ROP).
- An authorized representative needs to take an Authority to Clear Transaction Form (obtained from PASI) & ID card (obtained from ROP).
- The list is obtained from PASI indicating the total number of Omani employees. No fees are required.
b. A list of expatriate names, passport & card numbers and the expiry dates approved by Ministry of Manpower
- The owner needs to take the Commercial Registration Certificate (obtained at the Ministry of Commerce and Industry) & ID card (obtained from the ROP).
- An authorized representative needs to take an Authority to Clear Transaction Form (obtained from the Accredited Typing Office) & ID card (obtained from the ROP).
c. Omaniziation Ratio Certificate (can be obtained from Ministry of Manpower representative at the Tender Board, and that after obtaining a&b).
d. Tax Clearance Certificate from Secretariat General for Taxation, Ministry of Finance.
- Submit the Registration Form and the attached documents to the Tender Board Reception, Main Office, Ministries street, Al Khuwair. The employee at the counter informs the applicant of the date to collect the Registration Certificate
- The TB Registration Department verifies that all supporting documents have been provided. The company details are then entered into the TB SQL database for archiving. The Registration Number is generated automatically.
- The Registration Department issues a stamped Registration Certificate stating the company degree (or classification) and the Registration Number generated by the system. The validity of the Registration Certificate depends on the degree (some are valid for one year and others for up to two years). Companies should renew their Registration Certificate within one month of expiry.
- The Registration Certificate is signed by the General Secretary of the Tender Board & will be available to be collected from the counter at a later date.
B. List all forms/applications that need to be completed to apply for the service:
What documents are needed to process
- A list of Omani employee names approved by the Public Authority for Social Insurance (PASI) .The Company should bring a list from PASI that show the number of Omani employees.
- A list of expatriate names, passport & card numbers and the expiry dates approved by Ministry of Manpower. The company should bring a list from MOMP that shows the number of foreign employees.
- Omaniziation Ratio Certificate (obtained from the Ministry of Manpower representative at the TB – no fee) who has the authority to access the MOMP database and PASI database to calculate that ration. A hard copy of that certificate is available.
- Tax Clearance Certificate from Secretariat General for Taxation, Ministry of Finance.

How the service is processed
The employee at the counter informs the applicant of the date to collect the Registration Certificate. Minimum time required is 2 weeks.
How long will it take
Take the payment receipt to the Registration Department where you will be notified of the next available date to collect the Registration Certificate from the Tender Board counter. This process takes approximately 2 weeks.
